Meet Lou Santoyo

Lou Santoyo’s story is a powerful testament to resilience, faith, and the American dream. Born in Mexico to hardworking immigrant parents, Lou was raised in the Pilsen neighborhood on the West Side of Chicago—an area plagued by violence, gangs, and poverty. Despite overwhelming challenges, Lou chose a path of purpose, service, and transformation.

As a young boy, Lou experienced firsthand the impact of crime when he witnessed a man die from gun violence just blocks from his home. That moment, etched in his memory, sparked a lifelong mission to stand up for those who feel powerless. It set him on a journey to ensure no one else would face danger alone.

Lou went on to serve more than 28 years in law enforcement, retiring as a detective from the Cook County Sheriff’s Police Department. His decorated career included investigating homicides, child exploitation, gang violence, organized crime, and internal affairs. Lou also served as a forensic artist, hostage negotiator, and dignitary protection specialist. Fluent in English and Spanish, he worked extensively with immigrant and underserved communities, providing justice and compassionate advocacy for the most vulnerable.

In retirement, Lou continued his service as a criminal justice instructor and as a part-time officer in Elburn. In 2023, he was elected Village Trustee of Elburn, where he has worked to promote transparency, public safety, and strong fiscal stewardship.

Lou holds a bachelor’s degree in psychology and government and a master’s degree in criminal behavior. He is a husband, a father of five, and an inspirational speaker who has delivered faith-based talks across the U.S. and Puerto Rico.

Now, Lou is running for Kane County Sheriff to bring trusted, experienced, and community-driven leadership to the department. He believes law enforcement must protect with integrity, serve with compassion, and always stand up for justice.
